IVANHOE WATER SYSTEM

General Notice

Sampson County is requesting Bids for the construction of the following Project:

IVANHOE WATER SYSTEM
SRP-D-ARP-0114

Bids for the construction of the Project will be received at the Sampson County Public Works Office located at 827 Southeast Boulevard, Clinton, North Carolina 28328, until October 3, 2024, at 2:00 PM local time. At that time the Bids received will be publicly opened and read.

The Project includes the following Work:

To provide new water mains from an existing 8-inch water main located along Lisbon Bridge Road in the Ingold Area of Sampson County extending south to the Town of Ivanhoe in Sampson County. The total distance for the project is 219,300 linear feet (41.5 miles) of 8, 6, and 4-inch water mains including all tees, valves, and other fittings. Installation will include PVC and DI pipe by open cut, HDPE pipe by directional drill, and DI pipe by directional bore, and steel and DI pipe by bore and jack under NCDOT roadways and will include all erosion control devices and asphalt repairs as required.

 

The following roads are included: Lisbon Bridge Road (19,400 linear feet of 8-inch line), Harrells Highway (NC-411) Section 1 (17,900 linear feet of 6-inch line and 3,200 linear feet of 4-inch line), Harrells Highway (NC-411) Section 2 (20,000 linear feet of single and dual 8-inch line), Clear Run School Road Road (10,000 linear feet of 8-inch line), E. 2nd St. (Garland) (1,600 linear feet of 6-inch line) Longview Lake Road (3,100 linear feet of 8-inch line), Tomahawk Highway (6,100 linear feet of 8-inch line), Firetower Road (17,800 linear feet of 8-inch line), Dr. Kerr Road (26,200 linear feet of 6-inch line), Trestle Road (3,200 linear feet of 4-inch line), Wildcat Road (12,000 linear feet, of 6- inch line), Ivanhoe Road (34,900 linear feet of 6-inch line and 3,100 linear feet of 4-inch line), Alpine Church Road (8,900 linear feet of 4-inch line), Hoover Road (8,800 linear feet of 4-inch line), G. Shaw Road (3,900 linear feet of 4-inch line), Barnhill Road (4,200 linear feet of 4-inch line) Eddie L. Jones Road (4,200 linear feet of 6-inch line), Jumping Run Road (2,800 linear feet of 4-inch line), McKoy Loop Road (8,000 linear feet of 4-inch line). The project also includes a packaged booster pump station. The work includes all demolition, site work, piping, valves, emergency generator, and electrical and control components for a 330 gallons per minute at 115 feet total dynamic head booster pump station.

The Project has an expected duration of 550 days.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8 AM to 5 PM and may obtain copies of the Bidding Documents from the Issuing Office as described above. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.

Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a nonrefundable deposit of $300 for each set. Make deposit checks for Bidding Documents payable to the Issuing Office. Bidding Documents will be available on September 3, 2024.

Pre-bid Conference

A pre-bid conference for the Project will be held on September 16, 2024, at 2:00 PM. Please contact the Issuing Office for access to the virtual meeting. Attendance at the pre-bid conference is encouraged but not required.

Bidders’ Questions

All Bidders’ questions and/or clarifications must be submitted in writing no later than 5:00 PM, local time on September 26, 2024. Bidders’ questions and/or clarifications received after this date will not receive a response. If warranted, Bidders’ questions and/or clarifications may be answered by Addenda.

Instructions to Bidders

This project will be funded from the State Fiscal Recovery Fund utilizing ARP funds; therefore, the project is subject to Federal laws, regulations, executive orders, and terms and conditions associated with that program. The DWI Project No. is SRP-D-ARP-0114.

The County reserves the right to reject all bids if there is a sound documented reason. The Bidder shall submit bids on a fixed price basis.
