Manufactured Homes Locationing Procedures
Septic Tank and Moving Permits
Before any other permits can be issued for a manufactured home, the owner/contractor must obtain a septic tank permit and a moving permit. A moving permit is necessary when a manufactured home is moved into Sampson County. These permits are issued by the Sampson County Tax Office when and if all appropriate taxes have been paid on the property. It is the mover's responsibility to obtain this permit and the homeowner's responsibility to ensure the appropriate paperwork has been completed. A septic tank inspection must be completed by Sampson County Environmental Health. Visit the Environmental Health - Forms and Documents page to get more information on septic tank permits.

Can I Do the Work Without A Contractor?
A homeowner may sign an affidavit certifying that he/she will be responsible for doing the work on their manufactured home himself/herself. The homeowner will be responsible for ensuring the work is up to code and for any re-inspection fees. A picture ID will be required from persons completing the affidavit. Permit costs remain the same as those for contractors.
